\ It is because of the camera flash directly light the eyes. That red spot on the eyes is the red color from the blood vessels that nourish the eyes. It looks red because the light from the flash is reflected to the camera lens from the blood vessels in the retinas. The  flash unit is located very near the lens and when the flash is off some light goes straight into the eyes of the subject (that is if the person is looking into the camera with an open eyes) and it is reflected right back into the lens.  And on a dark light our pupils dilate to let more light in to let us see at night. So in that opening it lets light in. The flash happens too quickly for our pupils to respond by constricting. This red spot eyes doesn’t happen when pictures are taken outdoors in daylight and if you don’t use flash, it is because outdoors, light or any kind that is a diffuse source of light, it is relatively little light goes from inside the eyes to the lens.
